The Intriguing World of Panda Exchanges

Panda exchanges, such as the recent transfer of two bears to the National Zoo in Washington, D.C., are governed by meticulously crafted contracts that are often shrouded in secrecy. In many nations, the specific terms of these agreements are rarely disclosed to the public.

Attorneys representing the Smithsonian Institution, which manages the National Zoo, cited a confidentiality clause when they declined to release a contract from 2020. Similarly, the U.S. Fish and Wildlife Service, responsible for regulating the import and export of exotic species, provided a contract from the San Diego Zoo, but with significant portions redacted.

However, through diligent research, my colleagues and I managed to uncover full copies of these contracts, along with others filed in regulatory documents. These agreements pertain to two pandas currently residing at the National Zoo and two additional pandas that recently arrived in San Diego this summer.

Upon comparing these contracts with previous agreements, it became apparent that American zoo administrators are increasingly ceding authority to the China Wildlife Conservation Association. This government entity oversees many of the panda agreements, highlighting a shift in the dynamics of these international exchanges.

This year, a male panda named Yun Chuan made a grand entrance at the San Diego Zoo, celebrated with a carefully orchestrated media event. Nevertheless, zoo administrators have consented to restrict the information they share with journalists, further emphasizing the confidential nature of these arrangements.

Despite our inquiries, China’s national forestry bureau, which supervises the wildlife group, has not responded to requests for comment, leaving many questions about the intricacies of panda diplomacy unanswered.
