Smoking Trends and Regulations in Greece
Greece has earned a reputation for having one of the highest smoking rates in Europe. Despite a nationwide ban on smoking in indoor public spaces that was enacted 14 years ago, it remains commonplace to witness individuals lighting up in bars, clubs, and other venues. This persistent behavior has drawn the attention of the European Union, which is advocating for the extension of smoking bans into outdoor areas as part of its ambitious initiative to create a “tobacco-free generation” by the year 2040. However, Greece’s official stance has been decidedly resistant, opting to decline such proposals.
According to a health profile published last year by the European Commission, approximately one-fifth of all deaths in Greece in 2019 were linked to tobacco use—encompassing both direct smoking and secondhand exposure. Yet, despite the associated health risks, many Greeks continue to smoke, driven by various factors including entrenched habits, a spirit of defiance, or the realization that they can often evade restrictions. Stathis Papachristou, a psychologist and official at the National Public Health Organization’s smoking cessation office, highlighted this phenomenon in a recent interview, stating, “When a smoker knows there are gaps in the system they can exploit to smoke, they’re going to do it.”
Recent statistics reveal that over a third of the Greek population smokes, positioning Greece as the second-highest smoking nation in the European Union, following Bulgaria. Although a smoking ban was first implemented in all indoor public areas in 2010, and significant reductions in smoking rates were reported, the law was frequently ignored. In response to this widespread noncompliance, a stricter law was introduced in 2019. This updated legislation includes:
- Fines of €100 (approximately $105) for individuals caught smoking indoors.
- Penalties up to €10,000 for businesses that fail to enforce the ban.
- A dedicated complaints hotline for reporting violations.
