Putin Welcomes Global Leaders Amid International Isolation

In a notable display of diplomatic resilience, President Vladimir V. Putin of Russia hosted the leaders of China, India, and South Africa at the opening of a summit for emerging market countries, which seeks to rebalance a world order increasingly influenced by the United States. This gathering comes at a time when Mr. Putin faces significant isolation from the West due to his ongoing military actions in Ukraine.

Despite being unable to travel freely due to an arrest warrant issued by the International Criminal Court, Mr. Putin adeptly positioned himself as a global statesman. He rolled out the red carpet for prominent figures such as China’s top leader, Xi Jinping, and India’s Prime Minister, Narendra Modi.

Upon his arrival in Kazan, Mr. Xi was greeted with an impressive display of military honor, including an escort from a Russian fighter jet. The elaborate welcome featured a ceremonial honor guard and local women dressed in traditional attire, presenting platters brimming with Tatar delicacies known as chak-chak.

The meetings took place at the historic Kazan Kremlin, a striking centuries-old castle that adds a sense of grandeur to the proceedings. For Mr. Putin, encounters with foreign leaders have become increasingly infrequent, and he seized this opportunity to showcase his connections and influence in the global arena.

During a bilateral meeting with Mr. Xi, Mr. Putin emphasized the importance of their partnership, stating, “Russia-China cooperation in international affairs is one of the main stabilizing factors in the world.” He referred to Mr. Xi as a “dear friend,” underlining the personal rapport between the two leaders. Mr. Putin reiterated their commitment to collaborate in establishing what he termed a “just world order.”
