Strategizing for a Trump Comeback

Late this summer, a prominent right-wing think tank convened conservatives from across the country, aiming to equip them with the necessary skills to navigate a potential second administration under Donald J. Trump. In a series of intensive training sessions held in Washington, former officials from the Trump administration shared invaluable strategies for tackling leftist bureaucrats entrenched in the federal government and managing interactions with the mainstream media.

Attendees left the sessions with a comprehensive binder filled with resources for further study. One particularly striking section was titled “Tales From the Swamp: How Federal Bureaucrats Resisted President Trump.” These sessions could easily be mistaken for initiatives stemming from Project 2025, the conservative policy blueprint and personnel initiative devised by loyal Trump allies, which Democrats have leveraged to criticize the former president by linking him to its more radical proposals.

However, the discussions were not affiliated with Project 2025 or its main supporter, the Heritage Foundation. Instead, they were orchestrated by the America First Policy Institute (A.F.P.I.), a right-wing think tank that has, with minimal public attention and scrutiny, positioned itself as the primary collaborator for Trump’s campaign, focusing on pragmatic plans for regaining power.

Founded in late 2020 by three affluent Texans, A.F.P.I. has swiftly embedded itself in nearly every facet of Trump’s political machinery, establishing a closer relationship than any other external player in shaping his agenda for a potential second term. Mr. Trump has appointed one of A.F.P.I.’s leaders, Linda McMahon, a former cabinet member and longtime confidante, as co-chair of his official transition team. Additionally, Brooke Rollins, who also served in the Trump administration and now leads A.F.P.I., has been mentioned as a potential candidate for Mr. Trump’s chief of staff position. The organization is populated by numerous former Trump administration officials who have dedicated the past few years to strategizing a return to power, and recently, several have discreetly transitioned to working full-time with the campaign’s transition team.
