North Korea’s Involvement in the Russia-Ukraine Conflict

Ukrainian President Volodymyr Zelenskyy has revealed alarming developments regarding North Korea’s role in the ongoing conflict between Russia and Ukraine. He emphasized that North Korea is not only supplying weapons to Russia but is also sending personnel, including laborers to work in Russian factories. This declaration comes as Zelenskyy urges Ukraine’s allies to bolster their support in light of these new threats. “In the coalition of criminals alongside Putin, North Korea is already involved, specifically the Kim regime, which oppresses over 20 million people,” Zelenskyy stated during his address to the Parliament in Kyiv on Wednesday.

According to Zelenskyy, Ukrainian intelligence has gathered evidence of both arms transfers from North Korea to Russia and the movement of individuals. “These individuals are not just any workers; they are being dispatched to Russian factories to fill the void left by those who have fallen in battle, as well as personnel meant for the Russian military,” he elaborated.

Moreover, Zelenskyy pointed out that the Iranian regime is also contributing to this alliance. “The world is witnessing Tehran’s support for Putin,” he remarked.

Why Would Russia Seek North Korean Soldiers, and Where Might They Be Deployed?

The Ukrainian outlet The Kyiv Independent, referencing Western sources, reported that North Korea has dispatched approximately 10,000 soldiers to Russia to reinforce its military efforts against Ukraine. In addition, the Russian 11th Airborne Brigade is reportedly establishing a 3,000-strong “battalion” composed of North Korean personnel, according to anonymous military intelligence sources cited by Ukrainian outlets such as Suspilne and Liga.

Where might these troops be stationed? Ukrainian intelligence suggests that this newly formed “battalion” is likely to participate in ongoing defensive operations in the Kursk region. Additionally, earlier reports from the Ukrainian partisan movement indicated the presence of North Korean military personnel in training facilities near Mariupol. While Euronews has not independently verified these claims, the US-based Institute for the Study of War (ISW) recently noted that a small contingent of North Korean troops has been observed near occupied Donetsk City.

The Kremlin seems to be capitalizing on the comprehensive strategic partnership agreement established between Russia and North Korea in June. This partnership may serve to alleviate Russia’s requirements for troop generation and border security, as indicated by the ISW. Such measures could bolster Russian President Vladimir Putin’s commitment to avoiding full-scale mobilization for as long as possible.

ISW analysts noted, “Putin appears increasingly inclined to integrate North Korean personnel into the Russian military and explore other irregular force generation options, rather than call for a broader mobilization to effectively address the pressing combat situation.”
