Moldova’s police chief, appointed by a government dedicated to the pursuit of European Union membership and distancing itself from Russian influence, was taken aback when the streets of the capital, Chisinau, were suddenly adorned with posters proclaiming a stark message: No EU. These posters, prominently displayed on bus stops throughout the city, were presented in both Russian and Romanian, the nation’s primary languages.

The campaign, which ostensibly promoted a concert by a well-known Russian-speaking singer from Ukraine, raised immediate concerns among officials. The emergence of these anti-EU messages coincided with a critical moment for Moldova, as the country prepared for a contentious referendum aimed at amending its constitution to guarantee the “irreversibility” of its commitment to a European trajectory.

As the referendum date approached, set for this Sunday, police chief Viorel Cernauteanu expressed his growing concerns. He asserted that the posters were not merely related to the concert as advertised but were indicative of a much larger strategy—a deliberate psychological operation orchestrated by Russia to undermine the referendum process. This political maneuvering is occurring in tandem with a presidential election, further complicating the landscape for Moldova as it navigates its aspirations for integration with the European Union.
